What “flat fee” means

A flat fee means the fee is agreed upon at the beginning of representation for a defined scope of work. Once the flat fee and scope are agreed upon, the fee does not increase for that covered matter.

That means the covered matter is not billed by the hour, and the fee does not increase because of additional calls, emails, strategy discussions, or revisions within the agreed scope.

If a separate follow-on action occurs — such as a GOMOR after an investigation, an Article 15 after an investigation, administrative separation, officer elimination, or court-martial — that new action requires a separate agreement.

Why progressive pricing can be more practical

Not every military administrative matter has the same scope, urgency, evidence volume, or complexity. Junior enlisted matters may qualify for reduced flat-fee pricing when the scope is limited. Senior NCO and Officer matters may involve more complex records, duty-position issues, command visibility, and management of potential career consequences.

What factors affect the fee?

  • Complexity created by rank, duty position, and management of potential career consequences
  • Seriousness of the allegation
  • Evidence volume
  • Urgency
  • Law-enforcement or command-investigation involvement
  • Number and seriousness of allegations
  • Witness development and document complexity
