A practical GOMOR response plan

1. Confirm the suspense date.

The deadline controls everything. A strong rebuttal often requires evidence gathering, witness outreach, document review, and careful drafting. Do not wait until the last day.

2. Identify whether permanent filing is proposed.

The filing decision is often the most important issue. For Officers, permanent filing will trigger HRC elimination / show-cause processing. For enlisted Soldiers and NCOs, permanent filing can become the evidence that supports separation and long-term career damage.

3. Do not submit an emotional response.

A rebuttal should be persuasive, disciplined, and evidence-based. Anger, unsupported accusations, and generic character statements rarely solve the problem.

4. Build the response for the next stage.
